The Role
We are seeking an experienced Regulatory Affairs Export Compliance Analyst that will support our client’s (a clinical research academic university) adherence to U.S. export control regulations, including the EAR, ITAR, and OFAC. The position is responsible for conducting export determinations, screening foreign parties, evaluating license requirements, maintaining compliance records, and ensuring accurate documentation for transactions involving controlled materials, technology, and research.

Engagement Details
  • Work Hours: 40 hours per week
  • Contract Duration: 6 months  (possible extension)
  • Pay Rate: Market competitive (depends on experience level)
  • Location: 100% Remote (EST zone work hours)

Key Responsibilities:
Export Determinations & Screenings
  • Reporting to the Export Control Manager and AVP for Regulatory Affairs, conduct export control determinations for research projects, agreements, equipment, and material transfers.
  • Perform restricted party screenings against U.S. government lists (e.g., BIS Entity List, OFAC SDN List).
  • Identify compliance risks and escalate complex issues to the Export Control Manager.

Licensing & Technology Control
  • Assess license requirements and applicability of exceptions/exemptions under EAR, ITAR, and OFAC.
  • Assist in the preparation, submission, and monitoring of export licenses and Technology Control Plans (TCPs).
  • Ensure ongoing compliance with license terms and conditions.

Commodity Jurisdiction & Documentation
  • Determine appropriate jurisdiction and classification for items, technology, and software.
  • Review and interpret export/import documentation, including commercial invoices, bills of lading, ITATA/IMDG, SED, POA, and CBP forms (7501/3461).
  • Support compliance reviews of Material Transfer Agreements (MTAs).

Database Management & Reporting
  • Maintain export control databases (eCOI+, RAPSS, and others) with accurate, up-to-date information.
  • Log export determinations, license status, and screening results in compliance systems.
  • Support internal compliance audits and generate reports for regulatory reviews.


Required Qualifications:
  • Bachelor’s degree required – a degree focused on international business, criminal justice/law, regulations or a related field.
  • Substantial experience with U.S. export control regulations (EAR, ITAR, OFAC), preferably within an academic or research institution.
  • Strong knowledge of export/import documentation and processes.
  • Proficiency with compliance screening tools (e.g., Visual Compliance or equivalent).
  • Strong interpersonal, written, and verbal communication skills.
  • Ability to manage sensitive and confidential information with discretion.
  • Excellent attention to detail, documentation accuracy, and regulatory interpretation skills.

Preferred Qualifications:
  • Certified U.S. Export Compliance Officer (CUSECO) or related professional certification.
  • Experience with university research administration, sponsored programs, or compliance in an academic setting.
  • Familiarity with dual-use technologies, international collaborations, and research security considerations.
  • Knowledge of international trade regulations beyond U.S. export controls (e.g., customs compliance, foreign regulations).
  • Advanced proficiency with compliance systems and databases (e.g., eCOI+, RAPSS, Visual Compliance, or similar platforms).
